Since negotiations are with the lender, it requires more time, paperwork, and a lot of patience to sell/close a foreclosed property.

Short-sales are properties that sell for less than the loan(s) against the property, and require bank approval.  These are also listed with local Realtors.  The sellers' real estate agent negotiates with the owner/seller and the lender.   These properties are often sold below market price.
